Budget Standoff

Twice since the 2018 Special Session began in June members of the House Ways and Means, Appropriations and Education committees heard from the senior members of the Governor’s Cabinet. Present were Adam Greshin, Commissioner of Finance and Management; Kaj Samsom, Commissioner of Taxes; Mike Pieciak, Commissioner of Financial Regulation and Heather Bouchet, acting Secretary of Education. In my post ("One Time") from a couple of weeks ago, I laid out some of the attributes of the budget that passed the legislature (unanimously in the Senate; by a 117-14 vote in the House) in May. It held spending increases to 0.5%, below the level of economic growth, per the governor's request. RECs and Renewable Energy

Confusion abounds about renewable energy credits, known as RECs and to what extent Vermont’s renewable energy development is being helped or hindered by the REC market. RECs Renewable energy portfolio standards (RPS) were created to quantify and promote renewable energy. Utilities in states with an RPS are required to have a certain percentage of renewable energy in their portfolio. The way utilities prove they have the required amount is to hold Renewable Energy Credits (RECs) which are a financial construct (certificates) representing the renewable attributes of generation. Jim Masland and Tim Briglin were elected to represent the Windsor-Orange 2 district towns of Norwich, Sharon, Strafford, and Thetford in the Vermont House of Representatives.  Their current two-year term is for 2019-2020.

 

Jim Masland is serving his eleventh term in the Statehouse and is a member of the Ways & Means Committee.

 

Tim Briglin is serving his third term in the Statehouse and is the Chair of the Energy & Technology Committee.
